Don't convince people to vote "NO" otherwise they are going to be very confused when presented with the choice "Stay" or "Leave"

The only way for the UK government to successfully negotiate change in the EU is if the other side actually believe that there is a credible chance of the UK leaving.

If the EU believed that the UK would stay regardless of the outcome of the negotiation then why would they offer any concessions?
