In general any financial transactions where you can gain money (which means insurance doesn't have to comply) mean the financial firm needs to be able to identify who you are.

They need ID yes, but I tend to use driver's licence and utility bill for address.
If they want to see a bank statement I've got an account with like £10 in I use for ID purposes only.
