The government takes enough money from the private sector. it cannot even spend the money it gets efficiently so it is better in the hands of UBER

I know Tesco is doing the same in Poland. Making millions and then Mother-Tesco sends an invoice for "Franchising" or whatever and profits are gone as it gets added as cost of running business.

"Reportedly" transferring profit to the Netherlands is not actually doing it, it's a media gimmick to rattle the proles. Uber themselves claim that they're simply writing off previous losses.

Well until EU laws change that sort of story will be trotted out constantly, just like they have been for several years. It's nothing new of course, many of the large IT box shifters had massive facilities in Eire to exploit their low tax regime and as an EU entry point.
I don't know if it's even possible to frame UK legislation to prevent that sort of behaviour while we remain part of the EU and subject to Brussels regulation.

How comes the rate of tax in the Netherlands is so low for Uber and others? From what I've read, the tax rate for a Dutch company is upwards of 20%.

Uber pays £22,000 in UK tax on £866,000 profit
"Uber is the latest company to risk public anger after paying £22,134 in UK corporation tax last year despite making an £866,000 profit.
The online taxi-hailing service was reportedly able to pay such a low sum as it legally transferred profits to its sister company in the Netherlands, where it would be liable for a lower rate of tax."
