Nah, you've got it the wrong way round. They can extradite who they like (And torture them now, sort of, cause they don't like bits of the Geneva convention) but we're not allowed to extradite them over here.

Okay, if this poor bloke:

was murdered by the US then the responsible party (or parties) should be extradited to the UK for trial - murder in the 1st degree.
