Unless you know a personal contact within DWP, the way in is via agencies.

Its outsourced via a system called CIPHER, which is a Capita based outsourcing model. There are other routes through via 2nd tier agencies, but you're best off speaking to them direct. I do happen to know that the CIPHER project is currently concentrated on expanding their reach rather than filling roles at the moment - most of the government based contractor spending is on hold, or at the least, not expanding.....
