Because that's how agents work. The client will have told the agent it's only provisional, but the agent will have pressured him into letting him get some candidates lined up ASAP.

Or it may be part of the client process model to have the requirements and the resource ready and when the funding is available, they can get the resource onsite fairly quickly. Remote as it may sound, it may be how the client works.
