    What's the role? Is it:
    a. specifically Siebel and in demand (e.g. Siebel Architect Configurator)?
    b. specifically Siebel and more common (e.g. Siebel Developer)?
    c. not specifically Siebel (e.g. supporting an application that happens to be Siebel-based)?

It seems to me that (a) is worth money (1.5 - 2 x Oracle DBA, for example); (b) is just a coder, you may strike it lucky or you may still suffer from "coders are 10-a-penny especially after Y2K"; (c) is nothing special.

I'll tell you how much I'm making in Europe but you'll have to tell me me how (what's "PM"?)
