I'm confused how this would affect anything. Unless you work for a non VAT-registered client - either very small business or perhaps public sector and charities.
Why would the government make a new law that would only make temps more expensive for themselves & charities
To answer the original question, if you already charge VAT on your fees (which you should be as you are supplying vat'able services) it wont make any difference.
Temps are different - they are supplied in such a way that you are virtually on the payroll, and the agency just charge vat on their cut.
