Question about the listed contractor rates

I have seen the average rates posted on
http://www.contractoruk.com/market_stats/index.html
and
http://www.contractoruk.com/jobs/top_ten_rates.html

Does anyone know if these rates typically include or exclude any allowance for travel or expenses?
