There are some DTI (or whatever it is called now) rules that have put restrictions on how they can operate in recent years. For the most part, you needn't be concerned.
The client contacts them because they need resources, they advertise the roles, they sift the CVs that come in and send a few to the client. Client picks a few to interview, and picks the ones that they want on board.
They invoice the client for the work done, the contractors invoice them.
Just like employing temps really.
