I worked in Holland and didn't need a payroll company. I just had to prove that I pay my taxes in Germany as both countries have an agreement, don't the UK and Holland have one?
You can work in Holland without paying taxes there (I have too) but the requirements are considerably stronger than that. Apart from the usual (1) resident elsewhere (2) < 183 days in NL, you have to be paid by a company that has no base in NL (and not your own Co) and it has to be a contract to supply services, not a contract to supply work, etc.
Can't remember all the details but in short, most contractors will have to pay tax in NL, if they want to obey the rules.
I note that in Holland you do need a payroll company anyway (unless you just break the law): were they OTT in trying to make you pick a particular one? Is it Templeton as a whole. or just one of their guys?

FWIW I've never worked with them but I've met a couple of others who have, who find them OK. I'd thought of contacting them next time I'm looking, since they seem to put a number of people in contracts where I look, so I am personally interested in any impressions.
