OP could consider purchasing a mailing list and using something like Mail Chimp. Might be a bit overkill, however.

Your clientbase sounds quite specific. Have you tried actually sending introductory letters via snail mail (on your letter headed stationary of course) to the firms in your geographic reach that match your specialism?

You could also make contacts first using Linked In or similar, seeding your list with relevant people from appropriate groups.

So basically you want to send spam. There is no law against it, just go for it.Email spam, also known as junk email or unsolicited bulk email (UBE), is a subset of electronic spam involving nearly identical messages sent to numerous recipients by email.
