Pretty sure it would be % of gross... Reasoning being that you never see mention of net as it would vary from person to person (different tax codes etc) and pension deductions are before tax anyway...

More out of interest than anything else, where permie roles offer £x,000 per annum + x% pension, is this x% net or gross of salary ?
