Do I need Letter of Engagement AND a Master Consultancy Services Agreement?

Based on the templates available from the PCG - say I've got one-off piece of work lined up - am I right in thinking that just a Letter of Engagement, and a T&Cs document is sufficient, and that a Services Agreement would be more appropriate for longer term stuff, etc?
