SIC Code for Project Management Firm

Hi
Any advice appreciated.
What is your view on correct and/or best SIC code for a firm specialising in project/programme management, largely in IT field but theoretically in any project related area. Firm also may be doing some web development but this will be a lesser workstream.

Options so far seem to be:

7222 Other software consultancy or supply

or

7414 Business and Management Consultancy

I believe the latter has a better rate on the flat rate vat scheme?
