The agents have clarified its exclusive. I'll double check the contracts tonight to make sure.

My current contract doesn't state one way or the other, but the rate agreed is ex VAT.
All my previous ones explicitly say "£XXX + VAT"
I'd argue that the rate implied was VAT exclusive, and invoice on that basis.

VAT Inclusive
I had the same experience i.e. the agent told me that my rate was inclusive of VAT, I am actually in the process of checking my contracts to see what they say about the issue.

Certainly abnormal - the agency will be claiming the VAT back anyway, and sounds like they are trying to fleece you, based on this being your first contract.
I can remember being pleasantly surprised when my first invoice got paid, since it was 17.5% more than I was expecting!

No that's pretty abnormal in my experience... Some contractors aren't even VAT registered. Did the agent tell you that the rate was VAT inclusive when you went for the role? Does it say that it includes VAT in the contract? I would put up a fight if not because you are effectively taking a ~15% rate cut.
