Different role is good.
Sounds like the consultancy has a job to deliver and the client doesn't have input into who does the delivery, which is better than using the consultancy as an intermediary.
Worth checking how far down the supply chain the client is enforcing the PSC ban. The likes of Lloyds have decreed no suppliers can use PSCs which is really messing things up.
I'd say this would be ok.
