That has worked, managed to get rid of the old registration and it is letting me register again

I've done this recently. I couldn't work out how to do it online because it still showed my old account, so I sent in the paper form and re-registered (got a new VAT number and certificate). I then had to contact their support to work out how to get my new account to appear on the online system. I'm now waiting on the FRS.
If your online account still shows the old you need to remove it and the "change VAT registration" service whatever that is, and then you should be able to register online.
