    Can vary.

looking at my records anywhere from 3 days to 6 months.

The pre warning is not a legal requirement anyway, just a device to add pressure on you to pay.

HMmm.. may not be "delivered" in the in the sense of section 219 FA 2014 which says

    (1) HMRC may give a notice ...

Much judicial brain power has been spent on "give" and the advent of electronic mail has not helped.

Giving HMRC your email address and agreeing to be served notice by email are different things.

Has anyone managed to negotiate payment terms?

Do everything, or at least demand confirmation of everything in writing.
I had a tax dispute a few years ago for a couple of hundred, the demand from HMRC was so ambiguous that I sent and received up to 3 to 4 letters over a period of 18 months and finally the only person who could explain it very concise and clearly got in touch with me by phone and so I understood...yes I did actually owe it so only then I paid up.

There are quite a few layers of monkeys which are on the frontlines , then come the sergeants, then finally you get to the Colonel's after their cigars and brandy.
