Council budgets should be fully browsable online with exactly how that money has been spent, who decided to spend it and who it was spent on.
Council tax payers should be able to login to said system and veto decisions if requested in necessary number. Full democracy at local level.
It would stop the "4 weeks at the world cup next year is necessary to how my council delivers services" and Asian lesbian outreach centres might find it a bit tougher to get their 2 million a year budgets signed off.
