Culturally speaking, "Africans" are the lands and peoples of sub-Saharan Africa.
Then you have North-Africa, where people are brown, if you know what I mean.
That's why in the common language, African means Black, and North-African means essentially people from the Maghreb.
Modern-day Egypt and Libya, they are part of Africa in strict geographic terms, but they rather belong to the Middle East culturally and racially.
Same in Europe. European means essentially Western European. Asian means Pakistani/Indian in the UK, but in other countries is synonim for Chinese/Japanese peoples, etc.Comment
