I thought that for a moment too. Then I concluded that it was:
Probably a contract for the rights to operate dam (as opposed to merely build one) and make money from the electricity it will generate. Kind of like the way mobile phone companies bid for the rights from governments to use the 3G/4G spectrum in their airspace, with the highest bidder winning the rights.
Only a MacGuffin anyway, and not meant to be dwelt on too deeply as a main plot point. It's just something to drive the story along, like the briefcase in Ronin, or "Rosebud" in Citizen Kane.
