I've met many poor contractors - but permies are the greatest problem on projects I've worked on.
The best run projects are those that are 100% contractors - one sticks in the memory - a fine team of contractors but the client wanted to get to a 70/30 perm/contractor mix.
Each week contractors would be released and a permie would replace, with each permie the productivity of the team would reduce - one permie (female ethnic) would only turn up occasionally i.e. every other week,and in general had a very poor work ethic. All could not be dismissed without going through due process (and knew it!)

Don't think the female ethnic makes much difference, but can agree that 90% of the time, permies are slow, indecisive, unorganised and enjoy far too many tea breaks. Contractors on the other hand just get the job done and get it done well. Example, my colleague (permiedom been here 15 years) is currently supposed to be on secondment in London, doesn't like to travel, and is signed off sick with a bad back. I know for a fact she is fine, simply doesn't wish to work away from her usual site of work, although her contract states no designated place of work, as most do these days, she has thrown in the towel.......typical bad attitude and bad work ethic.
The majority of permies in local government are woefully inept and I just want to beat them all round the head with a heavy, blunt object. The contractors do a pretty good job and are at least 300% more productive.
Nice to see that (because the permies can't properly manage a budget) most contracts are not being renewed. Then, in about 6 months all the contractors will be rehired because the permies 'can't cope' and need extra resource. It's a fecking joke and I am disgusted at how wastefully my council tax is being spent.
