I use Petplan - on recommendation from quite a few people who've had to claim with no problems.

We just use the local vets as we've got four cats, none of whom can be covered by insurance (one is feral, one is a rescue cat, one was a stray we took in and the other is too old) but I've not heard any complaints about Petplan either.
