        Intercept, identify, assess.

        During the cold war, and even now, long range Soviet/Russian bombers enter UK airspace almost weekly. They're 'escorted' back out again.

        Assuming the Syrians are on high alert, the decision to fire may well have been taken at a local level.

        Mistakes happen.

              Russian bombers quite often head into British Airspace and have to be escorted out. They had an aircraft carrier 30 miles off the shore of Scotland and the SNP were up in arms as they were chucking bin bags of rubbish into the sea. Alex Salmond painted his face blue and was ready to take them on but decided against it when he sobered up.
