    If the buyer raises a dispute with paypal and the seller cannot prove delivery (not postage), the seller will have the money removed from their account pending further investigations. Unless the seller can ultimately prove delivery, the buyer will get a refund (usually within 14 days, or sooner if the seller agrees to it).

    If the seller is a scam artist, the buyer should prepare to get an empty envelope by either RM 'Signed For' or Special Delivery.

    Never send anything to a paypal buyer without electronic P.O.D.

    Paypal resolution is very 'buyer biased'.
    When freedom comes along, don't PISH in the water supply.....

      Not quite.

      It all depends on how the seller is registered. There are two categories:

      Private seller: This seller only has to prove the item has been dispatched through a proof of posting.

      Business seller: This seller has the responsibility of making sure it is delivered hence many businesses using signed packages.




      However even if purchased through a private seller, the seller then fills out a RM compensation form and posts it to Plymouth, then RM refund within a month and the seller then refunds the buyer, or if they are a nice seller, they refund the buyer before they complete the RM compensation service.

        And if that happens, just change the dispute to Item Not as Described - a bit more hassle, but still heavily weighted in the favour of the buyer.
