Thing is, the decision to increase the cap is to do with a 'big thing' - International Trade.
I suspect it has more to do with strengthening India at the expense of China.
In a similar vein, there is a call to halt off-shoring in the US - US jobs for US citizens - but I don't believe there has been any significant change in US (corporate/Govt) policy.Comment
