Yes that must the reason for the NHS problems. When you live abroad and talk to the locals you find out why people are so keen to get here even if they take very low paid work. The 'free' health care and education for their children is a big magnet.How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.
