It's not unreasonable for a dual carriageway to have two separate limits for each flow of traffic - to all intents and purposes they are two separate slabs of road. Look around and try and work out why the limit is less. Junctions? Pavement? Housing?
The side at 30 mph - has houses and some offices.

It used to be you could get out of them by not signing the NIP. Unfortunately they closed that loophole.
