Whole thing is probably an attempt to get you to opt out of agency regulations.

You can expect to be asked to sign an "IR35 exemption" form

Good idea, but do you want an agent anywhere near your office/home? Better make it on neutral ground.

Politely refuse. If they say they can not act as your agent then thank them for their time and go direct with the client.
WHS. This condition is part of their offer. If you don't like it, look for another offer.

I've done the same with Hays in the past (not naming and shaming just stating a fact)

            Correct.

Just another reason why these regs are an epic FAIL, as if any agency is going to do all the required checks before forwarding any CV. Would make their costs astronomical

I would say in about 99% of contracts the contractor is opted in (regardless of signing a paper saying they are opted out) and the agency has failed to do any of their legally required checks at the time they meant to do them (if at all)

Agreed. In Current Gig, I was asked to opt out after I had started, Employer references (My Ltd Co) were followed up with me as if I were a separate person to the person going on site, and some other documents that I am supposed to read/agree to/sign before going on site have never materialised.

Agreed. Opted out in current gig signed nothing.
