Individual Police officers generally aren't malicious, but the rules they are made to follow, the 'organisational behaviour' causes these things.

Much like racism, there're not that many racist Police officers, but the organisation gives the effect of being racist.

Also , hype people up, put them in a charged atmosphere, show them a threat and they can start to do daft things, even the most level headed find it hard not to get swept along.

the guy killed was an innocent bystander, he was thown into the ground from behind (technically this is an assault) by criminal uk police forces.
The officer in charge should serve a lengthy prison term. Discipline applies also to Met police and to scotland yard scum.
