I think BBC journalists are now allowed to use the “terrorist” word again. But it’s a symptom of a larger problem. The BBC is now so afraid of saying the wrong thing that they would rather say nothing.

Reuters journalists are not supposed to use "emotive" words like terrorist.
There are some good reasons why not to. One man's terrorist is another man's freedom fighter, and when you have journalists based in the countries they are writing about it is safer for them not to be percieved to take sides.
57 journalists were killed in 2004 with a further 17 killed where the motives were not confirmed to be related to their work.Comment
