I'd imagine Raul Castro would be an interesting chap to have a drink with, and King Jigme Khesar Namgyal of Bhutan is in with a shout too, purely because he represents the "House of Wangchuck".
Looking through the Wiki list of heads of sate does show a certian Lizzie Windsor as still being in charge of a reasonable chunk of the world, I expect Phil would be OK to share a pint with, but I don't think she's in the same league as her mother was.

How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.
