This is already the case in the UK. My Wife (who is from Thailand) has to have a certificate saying she has learnt English in order to convert her current Visa to one that gives her indefinate leave to remain. To become a citizen she will need to take a course on Life in the UK.

She can of course renew the current visa but this happens every 2 years and that also means that you have to go through various hassles with immigration every 2 years and pay the £300+ fee.

I'd have to ask my wife..but I think that fee is well above £300 now. But why bother with the tests...pay someone else to do them? The stories I could tell about the people that walk into my wife's office.
