    I have done option ‘a’ in the past. However, have you considered the power you have over them by offering to not reveal to the neighbourhood that they are getting final demands?
    How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.

        You want them to suffer.... They probably already are if they can't afford to pay their bill.

        People of that age group are the most likely to be in debt.

        It's the government's fault not theirs.

              Living in a block of flats, If I accidently open someone else's letter I always bin it. After all, I think it's illegal to deliberately open a letter addressed to someone else, and suppose some malicious addressee accused you of opening it deliberately? Just burn it.
