Actually, this has been done before. Daylight robbery, actually.

It was called the Window Tax and resulted in people bricking up their windows. Pitt's Portraits, they were called, the bricked-up windows.
You can still see evidence of it in older buildings all over the country.

Did they charge more if the view outside a window was nice?

What the next Parliament should do is a to make a law that would equate any suggestion to increase or introduce new tax with treason

No! they charged based on the amount of windows in the property.
The window tax did not last long, it meant that the upper classes with their large mansions and houses were paying the most

The reason for taxing windows was that they are visible from outside - It has always been unconstitutional in Britain for officers of the crown or their assignees to demand entrance to law abiding peoples' dwellings without a search warrant granted on good grounds (except in civil emergencies or war time).

Parliament in the mid 18th century (the time when that quote was made in a commons speech) would never have sanctioned council tax valuations with inspectors snooping about inside private properties and even taking photos. I'm certainly planning to refuse them entry when they come knocking.

I guess back then most of current Nu Liebour MPs would have been in the Tower or sent to Australia...
