it is not the same all round the world and not even the same all round Europe I am amazed at the lack of this kind of crime in Vienna the capital city of Austria
It's a question of respect, education, and policing and punishments
In the UK we have been brainwashed to accépt this state of affairs
I am always amazed by the signs in the carpark at the reading services on the M4 saying blatantly 'don't leave valuables in your car' !

I thought that PCSO's didn't have any powers of arrest but could only detain until a real policeman showed up.

They are mice, even the big ones. The reason they are so big is the all the arcing of the high voltage lines has exposed their DNA to dangerous levels of gamma radiation (the same thing happened to the Incredible Hulk). If you look closely, some of them even have a green tinge.

I am trying to work out exactly which law this chap has broken
He was in a public place and was using a wireless signal that was open and on display. I think that it could be even argued that the owner of the WiFi router was negligent in allowing his open signal to bleed over the boundary of his property.
As a parallel would I be breaking the law if I (standing outside on the street) listening to music that was coming from a house through an open window??
