Nice idea. For a Nazi. Just how would you practically go about this? What kind of legislation and/or oversight would serve to enforce this? I don't think it could be practicable without amending human rights legislation or curtailing (great word that) civil liberties.

I'd like the law to be applied here and for it to stop playing numbers games with motorists being persecuted to satisfy numbers targets. I'd like the government to back their own findings when it comes to the state of the nation and damn well do something about it. This is what our country wants, honesty about what a mess we are in and someone to do something about it.
