    No it isn't, it is a cynical grab for cash from people who can do nothing about it.
    More and more green issues are being used to bully, coerce or embaras people into paying more and more money so that Govt. and Councils can take on more and more staff and feather their golden pensions nests.

    Nobody is confronting the issues which cause congestion. Nor is there any real effort being put into reducing congestion.

    This legalised Highway robbery.

    If it is a congestion and green issue then why are there less and less buses and trains? Why can't towns get planning permission for trams? Why are businesses not charged a much higher premium for being city based? Why are out of town shopping centres (which require car transport) not being penalised?

    If there realy is a problem then the solution is not pricing people off the streets.
    I am not qualified to give the above advice!

      Any solution must include stopping the increase in the number of drivers. That is common sense.

          No, people drive because they need to. Public transport will never fit that need for numerous reasons. They simply need to build more roads between places people want to go..

            No, people can only drive one car at once, regardless of how many cars each person has . Therefore, there is ultimately a saturation point.

            This would be the light at the end of the tunnel. By stopping the increase in drivers, you limit the road space required at saturation point.

              You can't stop the increase in drivers. They've made the driving test and various hoops to gain a driving license more difficult and the result is there are more people taking to the roads with no training whatsoever.

              If you build enough roads where people want to go then the congestion problem goes away.
