I put together a search engine using monogosearch, which has 21.5 million entries. Phrase searching is much faster than single word searches depending on the number of returns. The slowest search return is around 12 seconds for a single word compared to 0.12 seconds for a phrase. -
With a dedicated phrase index searching is indeed much faster, right now I don't have such index but I will.
Right now index of 619 mln pages has got I think something like 1 trillion indexed words.
