The words "loser" and "sucker" needn't disparage someone's ability. It can be applied to some poor sod who is in the wrong place at the wrong time.
So obviously he wasn't criticising the vets, but the futile situation (the Vietnam War) in which they found themselves, and their rotten luck getting killed.
That's assuming the original anonymous claim wasn't a barefaced whopper in the first place!

They lost because they didn't campaign for a critical part of the population that Trump did.
