I think its because the dollar:GBP exchange rate is strongly in favour of contractors from the UK (and the agents have sussed this out). It turns out to be cheaper to ship people in than to hire local talent.
The same thing happened in 00/01 when the exchange rate was at similar levels: I was part of a team of 6 shipped out to Dallas for 6 months in 2000. Even allowing for transport costs, we were 25-40% cheaper than equivalent level local staff.
As we do to Bangalore, so Dallas does to England.
Dallas was dull as ditchwater, by the way. Once you've done the grassy knoll and the Dallas soap opera house, there's not much else to do but shop and eat.
