Under the EU's 2004 Citizenship Directive you can chuck people out on grounds of public policy, public security or public health. linky The trick of course is to make evading taxes a criminal offence.
BTW the Directive makes interesting reading and shows how tulip all UK governments have been since 2004.

As Sas points out (and as has been pointed out numerous times), all the UK had to do was move from the position where we have freedom of movement of people, to one of freedom of movement of labour. The EU could laugh all they like, but these are the rules.
