Throw in that you don't actually have to pass a separate test to drive on the motorways, but aren't actually allowed on them until you've passed the only driving test....

Recent experience driving across France was enlightening in this regard. Although there are only 2 lanes on the majority of the network, any overtaking car immediately pulled into the side once they were past and continued on their way. Coupled with an 80mph limit and a highly enlightened attitude to accidents (sweep them to the side and keep traffic moving) it made for a most pleasent experience. Over the border into Spain and the lane hogging mentality returned, although not as endemic as the UK, presumably due to fewer cars driving on the toll roads.
As I understand, only one person has ever been prosecuted for this, on the M62. £940 fine and 5 points seems fair enough. If this was happening every day we might seem a sudden improvement in people's abilities.Comment

It's old men wearing hats who do 61mph.
They also get visibly upset when a woman tries to over take them at 70mph and some actually try and block you.

It is sadly just a sign of the times, the highway code is merely a tool for passing the test and not considered necessary by many after that.
Not everyone is permanently incompetent but they are on the increase.
But for all the dick heads we have on the UK roads most in general do understand the basic principles and we all survive as a result of compliance with some fairly fundamental basic rules.
I am genuinely dumb struck at the utter ineptitude of drivers from Russia shown on You tube, their behaviour defies the logic of basic self preservation let alone any form of driving code. I have no idea what on earth are they on or why so many hit and run!
When/If it gets like that here I hope I will be way past my driving days
Now if we could all drive (or in this case ride) like this Ex Police Motorcyclist then life on the road would be far more civil
