"Bigger than expected spending cuts" - no, he just needs to implement spending cuts he expected to do in the first place, show some fooking backbone and not fold like a stacks of cards at the first sign of a bit of heat.
What he really meant to say is bigger than expected tax increases - removal of "pension relief" he will present as "spending cut" - you've heard it on here first!

Yes - pensions tax deferment is viewed as a benefit, so will be "cut" instead.
