    The reason is that the central government targets are for collection of recyclable materials, not for recycling those materials. As long as the local council collects the stuff, they meet their targets and continue to receive their grant money. Much of the material continues to be disposed of in the usual way (incineration and/or landfill). The environment minister was forced to admit in an interview on Radio 4 last month that 25% of recyclable material collected in England is shipped to China for burying in landfill sites (to avoid the tax on burying it in UK landfill sites).
