I find that the best time is when Jobserve is on a rolling 3 month high when compared with a rising FTSE Index for 8 consecutive weeks, around April. Mind, the average temperature should be a couple of degrees lower than the 150 yr April Average, but rainfall can be about the same. Your CV must be made of Vellum, preferably 20 years old using an Arial font, size 11. Any other size immediately gets you put in the bin.

Oh and you must list your hobbies as cycling and or swimming.

Strange permie-sounding question. The best time to be looking for a contract is when there is a client who is looking for someone with your skillset.

In which case some people will never find the best time.

On a more serious note (besides avoiding the Ides of March), I'd guess it's much the same for permies as contractors, not much being done during/just before main holiday periods, sometimes frantic requirements when departments get a ton of cash for their new budgets, or want to use up the remains of the last one.

Then again I've had more than a few contracts which went against that grain...
