How is it that some agencies are established outside UK yet placing resource within?

I am sometimes approached by agencies operating out of India who are trying to put me forward for contracts within UK. Although I am personally not comfortable with this has anybody had any experience of going through one like this?

It's a global connected world. In case you hadnt noticed? Many companies outsource their business processes to India and other cheaper destinations.
