And Id bet the contract has to be signed by all parties, lower contract between agent & contractor and upper contract between agent & client.

How many claims have they paid out?
I claimed once. Got paid. Just a day though (whihc was notice).

Agency/client pulled it on friday pm before monday start.

Learn how to use the search function? This question gets asked on a weekly basis, it seems.

I don't know - I'm sure that if you asked IPSE, they would be able to give you some indication, though.

I've not claimed on the insurance so I don't know the burden of proof - but to say that IPSE can't help you, when they have a specific product designed to do just that (and has paid out to at least one CUK member) shows an ignorance of what is on offer.

To be fair what I did find out when I claimed was that you were supposed to pursue it with the agency in the first instance. They paid out for me as a gesture of good will because it was only a day.

If this was me, here's what I'd do (as an IPSE+ member).
          1) Wait and see if it does pan out. If it does then nothing you can do about the delay.
          2) If it gets canned, tell the agency they owe you notice period. (Yes I know no timesheet blah blah blah).
          3) If they dont pay up (probably won't) then contact IPSE for advice. Never know might get notice period claim off them.

I understand this approach, and completely agree that one should continue pursuing opportunities until your bum is on a seat, however, are we as contractors not leaving ourselves open to being sued for breach of contract if the original (delayed) role for which you signed a contract does eventually come through and you've already moved on and started with another client/agency?

That's where you exercise your right of substitution.
