Head of state is not relevant, head of government is relevant. Both Italy and Greece* have had heads of government imposed on them by the EU. The EU is not democratic, if it was it could never have existed in its current form. Remind me again, when do we get the opportunity to vote for Juncker next?

Juncker isn’t the head of a government, so by your own definition he isn’t relevant.
